It should just bolt on and nothing changes. I just did Brad's (son) and took the 2 bolts out and removed the p-brake crap, smeared a little blue rtv on the block off (for good measure ) and bolted it up...........he rode all week and never said nothing about his back brakes not working.
I'm not sure what you could have done wrong but rest assured it'll be something stupid

if you installed new pads at the same time you undoubtly had to push the piston in the caliper back to install the pads, so I'm thinking you may need to pump the brake lever a few times to get the pads to push out to contact the rotor.

Sorry I forgot to write I didnt install the the new pads yet. All I did was pull the e brake off and put the block off plate on. Now no brakes

I'm pretty sure Spize meant that in a very condescending tone. I think he definitely said dumb @ss out loud as he was typing it.

Was there any evidence of brake fluid in between the stock e-brake mount and the caliper when you disassembled it?

Take the caliper off and make sure the guide pins move freely. With the block off plate in place, the rear caliper now works exactly like the front ones, and if the caliper can't center itself on the disc because the pins are corroded...no brakes.
