Youíve changed the relay (solenoid) and starter, so I can assume all of those connections are good. Others that keep it from starting would be the neutral safety switch and clutch safety switch. Then thereís the push button itself.
I imagine the neutral switch was under water, so Iíd start there. Does your neutral light work?
Of course, any connections between them should be taken apart and dried out/corrosion removed. If the safety switches read good, then you can jumper the push button wires and see if that works.
