The plastic one? That’s where the choke cable goes.

That usually means the cable broke and the plunger on the end of the choke cable is corroded and stuck in there, which means you have no choke.
It could also just be unhooked, which means the choke is always on. Just gotta take it out and see. If it’s corroded in there, you can try to get it out, but it usually requires a new carb.

Fuel mixture screw is on the bottom near the jets. If it has never been jetted, it probably still has an aluminum plug over it. You’ll have to drill/ez out the plug to get to it.
