Adjust the idle screw. If that doesn't cure it, you may have to adjust the air screw that is hidden by factory with a frost plug. Last step is to clean/change your pilot jet, it could be restricted..

It wont stay adjusted? Is the spring broken? What did you clean, the idle screw or the pilot jet? Did you adjust the air screw?

Does using the choke make it any better or worse?

Sounds to me like you either have an air leak around the carb boot or a partially clogged idle circuit in the carb. The jet may be clean, but the circuit itself may still be clogged. Something throwing the mixture off.
